World Energy Regulators have published a report on energy efficiency, one of the major issues which can contribute to tackling climate change. The report has been sent to energy ministers in all of the G8 countries and fulfils a commitment made by energy regulators. The report brings together information from across the globe on regulatory practices (including legal and financial instruments), market-based incentives and information to consumers. This is the first major work produced by the International Confederation of Energy Regulators (ICER), an organisation established in October 2009 at the fourth World Energy Forum with the aim of fostering cooperation and sharing best practices among energy regulators worldwide. The report is a first examination of the field of energy efficiency, which regulators intend to develop further.ICER Chair Lord Mogg said: “This report provides a picture of the wide range of energy efficiency measures and policies being undertaken across the globe. ICER will continue to work to deepen the knowledge base and understanding of issues related to energy regulation and our common energy future. We hope policy-makers and energy stakeholders worldwide will benefit from this wide-ranging examination of energy efficiency.”
The report is the culmination of a commitment in made at the 2009 G8+ summit by energy regulators representing over 170 regulatory authorities to provide governments with a report on regulatory practices concerning the promotion of energy efficiency.
ICER intends to pursue further research in this area by identifying case studies of approached to encouraging energy efficiency that have been particularly effective, in order to facilitate the sharing of good practices and continue, on an ongoing basis, to gather information on regulatory approaches to fostering energy efficiency.
