What’s next for US carbon markets?

Earlier this Summer it looked as if momentum was building around a bill to cap greenhouse gas (GHG) emissions in the US. After a lull in the wake of the inconclusive outcome of the Copenhagen negotiations, discussion of climate change policy made it back on the US Senate’s agenda. With oil spewing into the Gulf of Mexico to help draw the country’s attention toward its energy problems, a cap-and-trade bill seemed likely to get the 60 votes needed to pass if framed as a clean energy plan.
Pending election results, we see a 10-20% chance of a cap-and-trade bill passing in the US Congress in 2011.
