Coal-to-Liquids Coalition lauds Sen. Domenici for introducing new CTL legislation

Members of the Coal-to-Liquids Coalition (CTLC) today lauded Senate Energy and Natural Resources Committee Ranking Member Pete Domenici (R-N.M.) for introducing new legislation designed to reduce America’s growing dependence on increasingly expensive imported oil through increased domestic fuel production, including coal-to-liquid (CTL) fuels.

The "Domestic Energy Production Act of 2008" mandates that six billion gallons of CTL fuels be produced by 2022, starting at 750 million gallons in 2015. The bill gives the Department of Defense (DOD) the ability to negotiate long-term contracts, up to 25 years in duration, to help ensure that DOD has continued access to a secure source of domestic fuel. The bill also requires that fuels produced to meet the new mandate must not have lifecycle greenhouse gas emissions greater than those associated with gasoline.

In addition, the bill repeals section 526 of the Energy Independence and Security Act, which prohibits federal agencies from using alternative fuels with lifecycle greenhouse gas emissions greater than those associated with conventional fuels. DOD has previously warned that this provision could threaten its ability to use new domestic fuel sources, forcing it to continue to rely on imported oil.

The bill is co-sponsored by Sens. Jim Bunning (R-Ky.), Kit Bond (R-Mo.), Kay Bailey Hutchinson (R-Texas) and Jeff Sessions (R-Ala.).

"America needs to ramp up the domestic production of a wide range of fuels to in order to meet the fuel needs of American consumers and industry. Domestic CTL fuels can help turn the tide against rising energy costs, achieve important environmental objectives and help create thousands of new jobs. The CTLC is committed to working with members of the Senate to help spur the production of American made CTL fuels," said Naasz.
