An EU ETS Project Directive?
The EU Emission Trading Scheme (ETS), scheduled to begin in 2005, is designed to effectively reduce greenhouse gas (GHG) emissions within the European Union (15) and accession countries (10) in the most cost effective manner. Moe Moe Oo of GT Energy sets out his argument for, perhaps, changing the current EU Linking Directive to one that supports project developers regardless of Kyoto ratification. The new proposal should boost the importance of JI and CDM projects and encourage developers and carbon finance providers to develop sustainable development frameworks.
